New home interior at the cabinet-installation stage.

Hardwood floors have to sit in conditioned air before they're laid, and cabinet installers need working receptacles, both before a new house has permanent power. In Wesley Chapel, that early power comes through a Pasco County request signed by two people: the general contractor and the electrician. The county caps it at 30 days.

Call (352) 251-2795, Monday through Friday, 8 a.m. to 4 p.m., or send a request online. Calls after hours are returned the next business day.

Temporary power

The County Form That Powers a House Before Its Final

The form asks for a residential temporary release, which Pasco leaves to the inspector's discretion, and the house has to be substantially complete. The release goes to the contractor only, after the builder's impact fees are paid and a tie-in survey is on file.

Conditions of use

What the County's Conditions Do to the Build Schedule

What the county requiresWhat it means during the build
The general contractor and the electrical contractor both sign, each before a notaryThe electrician is a named party, license number included, and shares responsibility for how the power is used
The period can't exceed 30 days from the date of turn-onCabinets, floors, and the air-conditioning run are scheduled inside that window; going past it takes a written extension from the county
Two uses are allowed: interior finish work, such as hardwood floors and cabinets, and testing the air conditioning or acclimatizing the housePower for anything else waits for the permanent release
Receptacles must be GFCI protectedThe receptacles the finish crews plug into have GFCI protection in place before the inspection
The items to be powered must be wired and ready, and a temporary power inspection has to passThe panel, the air-conditioning circuit, and the receptacle circuits the finish crews will use are trimmed out ahead of the rest of the house
A violation means immediate shut-off and no temporary power applications for at least two yearsNo one on site may use the power for anything else, so every trade working in the house needs to know the limits

Three releases

Where Finish-Stage Power Falls Between the Job-Site Pole and the Meter

Finish-stage power is the second of three county power releases on a new house, and Pasco keeps a separate form for each.

  • At the start: A temporary pole or a temporary underground service powers the job site. A residential pole of up to 60 amps goes under its own electrical permit and is inspected on that permit's first inspection.
  • At the finish stage: The temporary release, for finish work and air-conditioning tests.
  • At the end: The permanent release, which follows the final electrical inspection.

Frequently asked Questions

Timing Questions on a New Build

Our permit application won't go in until 2027. Which electrical code will the house be wired to?

Florida's next building code edition is set to take effect on December 31, 2026, and is slated to bring in the 2023 National Electrical Code. Which edition governs a house generally turns on when its permit application is filed, so plans for a 2027 application are drawn to the newer one. Your designer and the county's plan reviewers have the final word on which edition applies.

Can the owners move in while the house is on temporary power?

No. If the house is occupied by an owner or tenant without a valid certificate of occupancy, the contractors who signed for the temporary power may be prosecuted under the Pasco County Code. Moving in waits for the certificate.

Estimates

Estimates for a Custom Home Under a Pasco Permit

01

We don't do upfront pricing. No job has a standard price with us: each one is tailored to the property and the work you've asked for, and priced once we've seen the plans.

We offer free estimates on installations, upgrades, and replacements in our service area. Estimates aren't free when the job needs troubleshooting or testing to price, falls after hours or outside our service area, needs several meetings to gather information, or is new construction or a custom remodel with multi-party walk-throughs. For most jobs, estimates arrive by email by the end of the next business day, and quotes are good for 30 days.

02

Custom homes and large or multi-phase projects are estimated as soon as we can, or on the timeline your project sets.

The warranty a new house's wiring carries

03

If something we installed fails because of our workmanship within 30 days of completion, we waive the hourly labor to put it right. Materials Kennedy Electric purchases for your job carry the manufacturer's one-year warranty. To replace defective materials we supplied, or materials damaged by storm, flood, fire, or other acts of God, we charge a reduced warranty labor rate of $50 an hour residential and $75 an hour commercial. The warranty does not cover materials not purchased by Kennedy Electric, work performed by the customer, or materials the customer purchased or damaged. Our warranty terms are printed on the estimate, the invoice, and the receipt, and the product boxes stay with you so you can register each product with its manufacturer.
