Where a Wesley Chapel store or office backs onto homes, Pasco caps the light the building's outdoor lighting may put on a protected neighboring property at 0.2 foot-candles.

Outdoor Fixtures near homes

Outdoor Fixtures on a Building That Faces Houses

Pasco's outdoor lighting code asks three things:

  • Full oblique shielding: Every outdoor fixture is shielded so its light source doesn't directly light another property that has an outdoor lighting protected area.
  • Limits past the lot line: No more than 0.2 foot-candles on that property from all of the lot's outdoor lighting combined, and no more than 1.5 on a street right-of-way.
  • Shields against glare: A light source is shielded so it doesn't glare into the eyes of drivers where they need to see structures, signs, other vehicles, and overhead clearances, up to a height of 16 feet.

The same limits reach the heads on the lot's poles.

Indoor Retrofits

Indoor Retrofits and Florida's Energy Code

Indoors, the Florida Building Code, Energy Conservation, specifies when a retrofit must meet its lighting rules. New lighting systems that are part of an alteration must meet the code's lighting and commissioning sections. An alteration that replaces less than 10% of the luminaires in a space is exempt, as long as it doesn't raise the space's installed interior lighting power.

A sales floor or an office suite converted to new fixtures passes that 10% early. From there, the new lighting brings the code's control requirements with it, such as occupant sensors in the spaces the code lists, which include corridors and warehouse storage areas, and the controls are tested once they're in. Whether new tubes or a retrofit kit inside an existing housing counts as replacing the luminaire is a question the permit reviewer can settle.

Frequently asked questions

Wall Packs and the Neighbors Behind You

Can we just put LED lamps in the old wall packs?

LED lamps made for those fixtures exist. The housing's glass and reflector stay, so the light goes where it went before. If the old wall pack lit the yards behind the building, a lamp swap keeps lighting them.

How do we find out whether the homes behind us count as a protected area?

Ask Pasco County's planning staff, with the parcel number in hand. The limit applies to property that has an outdoor lighting protected area, and the lighting section doesn't spell out which properties those are, so it's worth settling before the fixtures are ordered.

Our LED wall packs are new, and a neighbor says they're too bright. What can change?

Depending on the fixture, a shield on the side facing the homes, a steeper downward aim, or a lower output setting where the fixture offers one. Where none of that is enough, a full-cutoff fixture can replace it.

Pricing

Estimates for a Wesley Chapel Lighting Changeover

01

We don't do upfront pricing. No job has a standard price with us: each one is tailored to the property and the work you've asked for, and priced once we've seen it.

We offer free estimates on installs, upgrades, and replacements in our service area. Estimates aren't free when the job needs troubleshooting or testing to price, falls after hours or outside our service area, needs several meetings to gather information, or is new construction or a custom remodel with multi-party walk-throughs. For most jobs, estimates arrive by email by the end of the next business day, and quotes are good for 30 days.

02

Custom homes and large or multi-phase projects are estimated as soon as we can, or on the timeline your project sets.

03

Repair and troubleshooting visits are billed by the hour from arrival: $100 residential, $150 commercial, one-hour minimum, then half-hour increments, plus materials. No trip charge and no service fee. No hidden fees: the 3.5% surcharge on card and ACH payments is listed in our terms.

Warranty coverage on the retrofit

04

If something we installed fails because of our workmanship within 30 days of completion, we waive the hourly labor to put it right. Materials Kennedy Electric purchases for your job carry the manufacturer's one-year warranty. To replace defective materials we supplied, or materials damaged by storm, flood, fire, or other acts of God, we charge a reduced warranty labor rate of $50 an hour residential and $75 an hour commercial. The warranty does not cover materials not purchased by Kennedy Electric, work performed by the customer, or materials the customer purchased or damaged. Our warranty terms are printed on the estimate, the invoice, and the receipt, and the product boxes stay with you so you can register each product with its manufacturer.
