Upgrade, change, or replace 50% or more of the fixture heads in a Wesley Chapel parking lot, or its poles, and, under Pasco County's Land Development Code, the rest of the property's exterior lighting must also meet the county's lighting rules.

Maintenance or upgrade

How Much of the Lot's Lighting a Job Changes

The code addresses the exterior lighting system for a building or project, so the remainder can include wall packs and canopy lights that nobody planned to touch.

It doesn't define regular maintenance. How a conversion done in phases is counted is a question for Pasco County's planning staff to answer before materials are ordered.

Repairs to a dark pole or a failed control ordinarily sit in the first row.

What the job changesHow far the code reaches
A failed lamp, ballast, driver, or photocellOrdinarily regular maintenance, which the code leaves out of its count.
Fewer than half of the heads, or of the polesShort of the trigger. The job doesn't pull the rest of the exterior lighting in with it.
Half or more of the heads, or of the polesThose heads or poles, and the remainder of the property's exterior lighting, are brought into compliance with the code.

Large centers

Full-Cutoff Heads Within 50 Feet of the Property Line

For a large retail center, the code names the fixture. Pasco's design standards for large-scale retail apply where a center's gross building area comes to 25,000 square feet or more. On those sites, an outdoor fixture that emits 2,050 lumens or more, other than one on the building's facade, must be a full-cutoff fixture when it is within 50 feet of the property boundary. Anywhere else on the site, it has to be semicutoff or full cutoff.

A full-cutoff fixture projects no light at or above a level plane through the lowest point where light leaves it. A semicutoff fixture may send up to 5% of its rated lumens above that plane.

Parking-lot heads are rated well above 2,050 lumens, so at a center of that size, the rule reaches the head on every pole. A conversion there is laid out from the site plan, pole by pole, and the perimeter row is held to the stricter kind.

For scale, The Grove at Wesley Chapel, the center west of I-75 and north of State Road 54, is listed by its owner at 471,279 square feet.

Glare and neighbors

Lot Lights Beside Homes and Over Drive Lanes

Two more rules don't depend on the size of the center. Lighting for a parking area has to be arranged to direct or shield its light away from adjoining residential premises and the right-of-way. The driver-glare rule on our LED lighting page names parking lots too.

On the poles, that comes down to the head and how it's set: a flat-lens head mounted level, with a house-side shield on the poles along a residential edge. A head tilted up to throw light farther puts its light source in a driver's line of sight.

The lights on the building itself are subject to the county's outdoor lighting limits, too.

Pricing

Lot Lighting Estimates and Repair Rates in Wesley Chapel

01

We don't do upfront pricing. No job has a standard price with us: each one is tailored to the property and the work you've asked for, and priced once we've seen it.

We offer free estimates on installations, upgrades, and replacements in our service area. Estimates aren't free when the job needs troubleshooting or testing to price, falls after hours or outside our service area, needs several meetings to gather information, or is new construction or a custom remodel with multi-party walk-throughs. For most jobs, estimates arrive by email by the end of the next business day, and quotes are good for 30 days.

02

Custom homes and large or multi-phase projects are estimated as soon as we can, or on the timeline your project sets.

03

Repair and troubleshooting visits are billed by the hour from arrival: $100 residential, $150 commercial, one-hour minimum, then half-hour increments, plus materials. No trip charge and no service fee. No hidden fees: the 3.5% surcharge on card and ACH payments is listed in our terms.

Lot lighting and the warranty

04

If something we installed fails because of our workmanship within 30 days of completion, we waive the hourly labor to put it right. Materials Kennedy Electric purchases for your job carry the manufacturer's one-year warranty. To replace defective materials we supplied, or materials damaged by storm, flood, fire, or other acts of God, we charge a reduced warranty labor rate of $50 an hour residential and $75 an hour commercial. The warranty does not cover materials not purchased by Kennedy Electric, work performed by the customer, or materials the customer purchased or damaged. Our warranty terms are printed on the estimate, the invoice, and the receipt, and the product boxes stay with you so you can register each product with its manufacturer.

Frequently asked questions

What the Lot-Lighting Rules Leave Alone

Does Pasco limit how tall our poles can be, or set a minimum light level?

The county's lot-lighting rules deal with shielding, cutoff, and glare. They don't set a maximum pole height or a minimum light level for an ordinary parking lot, so a conversion can reuse sound poles, and how bright the lot should be is the owner's decision. A center's own development approval can carry conditions beyond the code.

Our center is larger than 25,000 square feet. Is it automatically under the large-retail rule?

Among other exemptions, the county exempts large retail projects where two or more building permits were issued on or before May 11, 2004, or where one was issued and another had been applied for by that date. The 25,000 square feet is counted across a single building or a group of buildings that are closer than 20 feet apart, including outdoor display and sales areas.
