Storefront sign lit by shielded gooseneck fixtures, installed by Kennedy Electric.

Crystal River's 2025 development code sets the shielding on a business's outdoor lights, and inside the Community Redevelopment Area (CRA) it allows a sign to be lit only by a fully shielded gooseneck fixture.

Outdoor Light Fixtures Under the 2025 Code

01

Shielded fixtures and 1 foot-candle at the lot line

Every nonexempt exterior light has to be fully or partially shielded. A fully shielded fixture directs all of its light below a horizontal line, to the lowest point where light leaves it. Light spilling onto a neighboring property is capped at 1 foot-candle, measured at the lot line.

On a lot beside homes or another business, it decides the head type on the poles and walls nearest the property line, and how each one is aimed.

02

Wall packs only at secondary doors

Wall packs are allowed only fully shielded and only at ancillary entrances. Above the main door, a shielded downlight or decorative fixture may require a different box or wall mount.

03

Lamp types the code lists

Incandescent, noble-gas tube, quartz, filtered fluorescent, and LED lighting are permitted, and any other type needs the Growth Management director's approval. Metal-halide and high-pressure sodium heads, still found on older poles and walls, aren't on the list. Replacing a failed one with the same type can bring that approval into the job, while converting it to LED keeps the fixture on the permitted list.

04

Decorative poles along walkable areas

New lighting in walkable areas is to be decorative and should be 10 to 20 feet tall. A path or lot lit by shorter decorative poles can need more of them, and each pole adds a base and a run of branch circuit to the layout.

Sign lighting

How a Sign May Be Lit in Crystal River's CRA

Inside the CRA, the code limits sign illumination to external light from a fully shielded gooseneck fixture, with no colored lamps. A new internally lit cabinet, the box sign with lamps behind a plastic face, falls outside that rule. The circuit ends at gooseneck arms on the wall, so the junction boxes and fixture mounts go where the arms will reach over the sign.

The CRA covers about 606 acres, including much of downtown and roughly 7,500 lineal feet of waterfront. The city's CRA map settles whether an address is inside it.

Rules that apply to every lit sign in the city

Brightness tops out at 30 foot-candles at any point on the sign face, and the light stays steady: no blinking, fading, scrolling, or color change. Fixture output and aim are matched to the face, and the controls switch the lights on and off only.

Frequently asked Questions

Crystal River Storefront and Sign Questions

Half the letters on our sign are dark. Does the city care?

It can. Under the city's code, no internally illuminated sign may remain only partly lit, and a sign visible from a public street that falls short of the maintenance rules must be corrected within 30 days of detection, unless the city sets a different time.

Do we need a permit to put a new face in our sign cabinet?

The city's change-of-tenant packet says all new signs and any changes to existing signage beyond replacing the content panel need a permit. A new face alone stays under that line. Converting the cabinet's lighting, moving the sign, or rewiring it goes past it.

The last tenant ran equipment on extension cords. Will that pass the final inspection?

The city's change-of-tenant fire checklist says extension cords shall not be used as permanent wiring, and the final inspections are scheduled with the utilities on. Equipment that lives on cords needs a receptacle or a circuit where it sits before that final.

Does every outdoor light on our building need a shield?

No. Low-intensity fixtures with a maximum candlepower of under 1,000 candelas are exempt, as is required safety lighting on towers. The figure comes from the fixture maker's photometric data, so check it before buying a decorative fixture you'd like to leave unshielded.

Billing and estimates

Rates for Crystal River Sign, Lighting, and Repair Work

01

Repair and troubleshooting visits are billed by the hour from arrival: $100 residential, $150 commercial, one-hour minimum, then half-hour increments, plus materials. No trip charge and no service fee. No hidden fees: the 3.5% surcharge on card and ACH payments is listed in our terms.

02

We don't do upfront pricing. No job has a standard price with us: each one is tailored to the property and the work you've asked for, and priced once we've seen it.

We offer free estimates on installations, upgrades, and replacements in our service area. Estimates aren't free when the job needs troubleshooting or testing to price, falls after hours or outside our service area, needs several meetings to gather information, or is new construction or a custom remodel with multi-party walk-throughs. For most jobs, estimates arrive by email by the end of the next business day, and quotes are good for 30 days.

03

Custom homes and large or multi-phase projects are estimated as soon as we can, or on the timeline your project sets.

The warranty on commercial work

04

If something we installed fails because of our workmanship within 30 days of completion, we waive the hourly labor to put it right. Materials Kennedy Electric purchases for your job carry the manufacturer's one-year warranty. To replace defective materials we supplied, or materials damaged by storm, flood, fire, or other acts of God, we charge a reduced warranty labor rate of $50 an hour residential and $75 an hour commercial. The warranty does not cover materials not purchased by Kennedy Electric, work performed by the customer, or materials the customer purchased or damaged. Our warranty terms are printed on the estimate, the invoice, and the receipt, and the product boxes stay with you so you can register each product with its manufacturer.
