Boat lift and dock wiring on a lake dock at low water, by Kennedy Electric.

Hernando's lakefront docks stand on the Hernando Pool of the Tsala Apopka chain, a lake with no tide, managed through water-control structures. Its level rises and falls over seasons and years, so a switch, a receptacle, or a lift motor is mounted once for both dry and wet years. In September 2026, the water management district said the chain's lakes were still 4 to 5 feet below their high levels.

Low Water

A Dock Wired at Low Water

Eighteen months of below-average rainfall are behind the low water. River water reaches the Hernando Pool last, after the Floral City and Inverness pools, and the structure that feeds it was still closed. A dock looks different at that level. Pilings stand bare, and a box mounted a couple of feet above the waterline looks high and dry.

It isn't. The pool is managed to return: the district's goal is for each lake to move between its Low Level and its High Level within a year. Equipment placed by eye against a drought waterline can sit at or below the surface once the pool refills, so the work starts from the pool's published levels, regardless of what the water is doing on the day of the job.

Published Levels

The Hernando Pool's Published Levels

These are the district's figures for the pool, in feet above a survey datum. The lake's staff gauge reads in the one called NAVD88.

LevelElevationOn the dock
Low Level36.4 ft NAVD88The bottom of the managed range. The stretch of piling between here and the top of the range goes under in a wet year, so no box, splice, or receptacle belongs on it.
Normal Level37.8 ft NAVD88Where the district tries to hold the lake through the rainy season, June through September. The water can stand here at 0.3 feet below the High Level for months.
High Level38.1 ft NAVD88 (39.0 ft in the older NGVD29)The top of the managed range. The district's lake-level report calls this elevation an advisory guideline for water-dependent structures, and a dock is one. Fixed equipment is placed against it, with the code's 2 feet added.
Ten-Year Flood Guidance Level40.5 ft NGVD29 (about 39.6 ft on today's gauge)The district's advisory flood line for lakeshore development, 1.5 feet above the High Level. Equipment set just clear of it can still go under in a flood year.

Above the Datum Plane

Equipment That Belongs Above the Datum Plane

The electrical code Florida enforces has its own reference for docks, the electrical datum plane. On water with no tide, it's a level plane 2 feet above the highest water level the area sees under normal circumstances, and electrical connections on a fixed dock can't be made below it. Where a lake has no published levels, that highest normal level is a judgment call. The Hernando Pool has a number to start from.

The lift switch, the receptacles, the junction boxes and splices, and the dock lights all go above the datum plane, and the conduit below the boxes runs unbroken.

Dock electrical at a Hernando address goes under a Citrus County electrical permit, and we file the application and book the inspection.

The run down the bank

Conduit from the house crosses ground that's lawn in a drought and shoreline in a wet year, so its route and fittings are chosen for ground that floods.

Billing

Billing on a Lakefront Dock Job

01

Repair and troubleshooting visits are billed by the hour from arrival: $100 residential, $150 commercial, one-hour minimum, then half-hour increments, plus materials. No trip charge and no service fee. No hidden fees: the 3.5% surcharge on card and ACH payments is listed in our terms.

02

We don't do upfront pricing. No job has a standard price with us: each one is tailored to the property and the work you've asked for, and priced once we've seen it.

We offer free estimates on installs, upgrades, and replacements in our service area. Estimates aren't free when the job needs troubleshooting or testing to price, falls after hours or outside our service area, needs several meetings to gather information, or is new construction or a custom remodel with multi-party walk-throughs. For most jobs, estimates arrive by email by the end of the next business day, and quotes are good for 30 days.

03

Custom homes and large or multi-phase projects are estimated as soon as we can, or on the timeline your project sets.

How the warranty treats flood and storm damage

04

If something we installed fails because of our workmanship within 30 days of completion, we waive the hourly labor to put it right. Materials Kennedy Electric purchases for your job carry the manufacturer's one-year warranty. To replace defective materials we supplied, or materials damaged by storm, flood, fire, or other acts of God, we charge a reduced warranty labor rate of $50 an hour residential and $75 an hour commercial. The warranty does not cover materials not purchased by Kennedy Electric, work performed by the customer, or materials the customer purchased or damaged. Our warranty terms are printed on the estimate, the invoice, and the receipt, and the product boxes stay with you so you can register each product with its manufacturer.

Frequently asked questions

While the Lake Is Down

Our dock survey and the lake gauge don't agree. Which number is right?

Both can be, in different datums. The district moved its guidelines from the 1929 reference (NGVD29) to the 1988 reference (NAVD88) and set the staff gauge on each lake to the newer one. On the Hernando Pool, the same water reads 0.9 feet lower in NAVD88: the High Level is 39.0 feet on an older survey and 38.1 feet on the gauge. Heights for dock wiring have to be compared in the same reference, so send the survey or drawing along with your request.

Our lift can't reach the water right now. Is that an electrical problem?

No. If the motor runs and the cradle travels its full range, the lift is working, and the missing depth is the lake's. A motor that won't start or stops partway is a repair visit.
